West Ham made a £9m bid for the 26-year-old striker in January, and were continually linked with him throughout the summer transfer window (Sabah).
It is claimed that Besiktas want closer to £13 million for the 42-capped Canada international (Sabah).
David Moyes desperately needs to bring a striker to the London Stadium in January.
The Scot will be looking to add more competition and cover for our only recognised centre-forward Michail Antonio.

Haber365 claims that Larin is keen to move to the Premier League and is refusing to sign a new contract with Besiktas.
Surely the door is now open for the Hammers to make their move.
Larin would be a very smart addition for West Ham.
The 26-year-old was in fine form this season, racking up 23 goals and six assists in 45 games for Besiktas. He has four goals and one assist to his name in 10 games so far this term (Transfermarkt).
The Besiktas striker is a very good finisher and is a hard worker.
Signing him for just £13 million seems like a no-brainer for David Moyes in January.
Whether the Scot sees it that way is another matter entirely, however.
