So let the low-ball bid games begin!
West Ham have history with this.

Hammers owners David Sullivan and David Gold are notorious for making embarrassingly low, derisory bids for players, safe in the knowledge that said offers will get rejected and they can then give the old, ‘We tried’ speech.
The West Ham fans are wise to this now, however. We are fully aware of the games played by our owners. You need look no further than the protracted pursuits of William Carvalho, Maxi Gomez, James Tarkowski and Youssef En-Nesyri as evidence.
The problem is that other clubs are wise to our tricks now.

Nikola Milenkovic is a truly top class defender. He is well worth £21 million and is just 23! Signing him for that kind of fee should be an absolute no-brainer for West Ham.
He has all of the attributes needed to be a huge hit in the Premier League. £21 million will look like an absolute steal in a few years time.
