ExWHUemployee has suggested that it is David Moyes who has been taking his time over transfer business this summer, not the West Ham owners.

The Hammers boss has brought some exciting young players to the London Stadium this summer.
Levi Laing, Armstrong Okoflex and Pierre Ekwah Elimby were signed from Arsenal, Celtic and Chelsea respectively.
As things stand, however, Moyes is still yet to make a senior signing.

And with just over three weeks left before the season starts, the West Ham fans are starting to get restless.
The Hammers faithful have been blaming David Sullivan and David Gold for our lack of signings so far.
ExWHUemployee drops transfer business hint
The West Ham insider suggested that Moyes is the man who is currently holding up the summer business, not GSB, when partaking in a Q&A for his West Ham Way patron:

Moyes is well-known for being incredibly thorough regarding the groundwork he puts in open potential new signings.
We don’t think that’s a bad thing at all. After all, the signings he has made since returning to the London Stadium have been outstanding.

Tomas Soucek, Vladimir Coufal and Jarrod Bowen have been exceptional whilst Said Benrahma and Craig Dawson have made big contributions as well.
With Europa League football on the agenda for West Ham this season, however, Moyes needs to strengthen his ranks at the London Stadium considerably.
It would be nice if we could get all of our business done before the start of the new campaign.
