Chelsea reportedly now have a different stance on Declan Rice, in what is good news for West Ham, and maybe Arsenal too.
David Moyes recently suggested that whoever wants to sign reported Chelsea and Arsenal target Rice will have to break the British transfer record in order to do so (BBC).

It’s no wonder why the 24-year-old is such a hot commodity at the moment.

I feel like 99% per cent of us have accepted that Dec will be leaving the London Stadium in the summer transfer window. The only two questions that remain are which club will he end up joining and for how much money?
There was a time when Chelsea seemed to be primed to sign him but recently, Arsenal have apparently moved into pole position (Football.London).
There is of course still a slight chance that Rice remains at West Ham, as unlikely as that may be. However, there seems to be some good news for the Hammers and the Gunners this morning…
West Ham and Arsenal handed big Declan Rice boost as Chelsea stance shared
Anyone who has watched the 39-capped England international regularly over the past four years knows that he is an absolute Rolls Royce of a central midfielder.
It seems as though those new to the party are starting to wake up to his brilliance now as well. His performance against Newcastle at St James’ Park on Saturday really did seem to grab the headlines, and the attention of fans of rival clubs.
According to the Daily Mail though, Chelsea appear to have cooled their interest in Rice, having splashed out £106 million to bring Enzo Fernandez to Stamford Bridge.
If that really is the case, it’s obviously good news for West Ham and Arsenal.

David Moyes’s chances of keeping the 24-year-old will increase if Chelsea drop out of the race to sign him whilst Arsenal will obviously fancy their chances of bringing him to north London without the Blues fighting for his signature as well.
At the end of the day, Rice will have two years remaining on his deal at the London Stadium by the time the summer comes around.
So then will be our last chance to get a monster transfer fee for him. Selling him in the summer will make fiscal sense for West Ham.
And with Chelsea now seemingly cooling their interest in signing West Ham ace Declan Rice, they’ll be rubbing their hands together over at Arsenal.
