Moyes even admitted West Ham had submitted a higher bid to Leeds for Phillips than Man City (Daily Mail).
Now CBS journalist Ben Jacobs claims that West Ham are hoping it will be second time lucky as they want to sign Phillips from Man City this summer.

Jacobs has told TeamTalk that West Ham want to replace departing captain Rice with Phillips.
“Up until this point, there’s still time to change the narrative but it’s not unthinkable come the summer, that he’ll exit and West Ham are one of the Premier League clubs looking,” Jacobs said.
Elsewhere there are rumours that West Ham will look to solve another problem position for the long-term by moving for Leeds goalkeeper Meslier.
West Ham were heavily linked with a move for Meslier as the long-term replacement for Lukasz Fabianski a couple of years ago (Give Me Sport).

The Hammers have his compatriot Alphonse Areola as their second choice goalkeeper. But the sale of Darren Randolph in January and an injury to Fabianski has exposed West Ham’s need to address the goalkeeper situation in the summer.
Now a transfer expert who works for the likes of ESPN and Marca claims West Ham are monitoring the situation of Leeds United’s 23-year-old French goalkeeper Meslier.
The problem for West Ham is that so too are Tottenham, Aston Villa and Chelsea according to the report.
Of course for West Ham to have any hope of either deal they will have to retain their Premier League status.
And that can be the only focus from now until May with at least four wins needed to stay up.
